 Note: Regarding the root rib, the plans are a little confusing: What they mean is machine countersink E-702 only and do nothing with E-709 root rib. This pic shows the flush heads before mounting the control horn. 
Counter balance rib and end rib final rivet as well.

Look close at the dabs of clear RTV on the ends of each stiffener area. This prevents cracks from vibration.

Assembled E-713 counterbalance rib to skin, Notice the 2ea. rivets upper and lower, installing these rivets now will allow the use of solids throughout.
