Steps in the Evaluation Process
See
Appendix M for the dates on which these steps must be accomplished.
Frequency
First year -- Chair's visit only.
Second year and subsequent years before tenure-- Full Evaluation.
Review Period
Second Year -- Full
period of your employment
Third and subsequent years -- The period since your last evaluation
Tenure -- The whole period of your employment
Promotion -- The whole period in your current rank
Post-Tenure Review -- The last four years or a longer period of your
choice. Please indicate your preference on a cover page.
Criteria
Reappointment and Tenure -- Professional Quality
Promotion -- A higher quality may be required for a higher rank.
Post-Tenure Review -- Exemplary (6% raise); Meritorious (3%); Not
Acceptable (0% and eligibility for a professional development plan.
Steps
1--Candidates request evaluation by April 1 of
the previous year and submit materials for evaluation on the required date.
Exception: Post-Tenure review happens automatically according to a
schedule created earlier.
2--Review your previous evaluations and take note of any items that you
should include in your new portfolio.
3--Make your
"Appendix A"
selections:
Continuing
Scholarship.
Professional Activities.
4--Prepare your "portfolio" -- the onus is on you to demonstrate that
you have earned the personnel action you request. Suggested format
-- not required
Cover Page : Name. Personnel Action Requested.
Information regarding "Waiver
Promotions." Post-Tenure-Review Review Period.
Information about whether or not your scholarship was supported by
course releases.

5--Procedures for
classroom visits by PECs
and Chairpersons

Evaluators inform candidates of the date and time of the
visit and meet with them to discuss the class that they will visit.

Evaluators visit the class and meet with candidates to
discuss the class

Evaluators document their visit on "Appendix
D-1" and share it with the candidates
-
Candidates sign the form to certify that they have read
it. Signing the form does not signify agreement with it.
3--Evaluation by the Peer Evaluation Committee (PEC)
The PEC consists of 2 tenured members of the candidate's
department elected by the department plus one member selected by the
candidate.
PECs
evaluate candidates for reappointment in the second and fourth years only.
Tenure candidates may request PEC evaluation.
PECs evaluate all candidates for promotion.
PECs do not evaluate Post-Tenure Review candidates.
Each PEC member visits one class session (any class) following
the procedures listed above.
The PEC examines the candidates' materials and student
evaluation results
The PEC votes on its recommendation and documents it on
"Appendix D-2." The PEC submits one "D-2"
only. Minority reports are not allowed.

Whenever
an evaluator or an evaluation committee recommends reappointment, tenure, or
promotion it has a contractual obligation to give clear and convincing reasons
in support of its action.
Whenever
the recommendation is against reappointment, tenure, or promotion, the evaluator
or evaluation committee has the contractual obligation to provide full and
complete reasons for its decision.

The candidate has 10
calendar-days to
respond to the
"D-2." Please don't respond without consulting an MSCA
officer. The candidate returns the signed D-2 and response to the PEC.
Candidates have ten work-days in which to file
grievances. Please contact the Chapter Grievance Officer ASAP.
The PEC transmits all forms and the response along with a
statement attesting to having complied with the contract in doing the
evaluation to the Department Chairperson.
4--Evaluation by the Department Chairperson
-- Reappointment, Tenure, and Promotion, but not Post-Tenure Review.
The Department Chairperson follows the same procedures as the PEC except that the Chair must visit more classes (one of each type).
Candidates have ten calendar-days in which to
respond.
Candidates have ten work-days in which to file
grievances. Please contact the Chapter Grievance Officer ASAP.

8--Evaluation by the Vice President for Academic Affairs
(Provost Nancy Kleniewski)
The Vice President may consult with the appropriate academic
deans. The Vice President, however, bears full responsibility for the
evaluation that appears over her signature.
The Vice President's evaluation is documented on
"Appendix G" and shared with the candidate who has 7
calendar-days to
respond. Please don't respond without consulting an MSCA officer.
The candidate returns the signed "G" and response to the Vice
President.
Candidates have ten work-days in which to file
grievances. Please contact the Chapter Grievance Officer ASAP.
Appendix G is a very important document. Evaluators
expect to see it reflected in the candidates' next evaluation.
Post-Tenure Review: Candidates may appeal 1st to the Vice
President and then, if needed, to the President. In both cases,
candidates have a right to a hearing. Contact Jean or Sandy for help.
9--Decision of the President
Candidates have ten work-days in which to file
grievances. Please contact the Chapter Grievance Officer ASAP.
